Unreasonable Contact Policy (closes 31 July 2026)
At the 27 May 2026 Ordinary Council Meeting, Norfolk Island Regional Council resolved to place the Draft Unreasonable Contact Policy on public exhibition for a period of 56 days.
To read the draft proposed policy and the current policy and to make a public submission, follow the instructions below and provide feedback before the submission closing date of: 4:00pm on 31 July 2026.

Council has chosen to extend the public exhibition period for this policy in recognition of other important matters currently on exhibition, reducing consultation pressure and giving the community more time to review the documents and provide feedback.
Council will review feedback received and will present the final documents for adoption at a future Ordinary Council Meeting. The report to Council will outline submissions received and explain how they were considered in finalising the documents.
Background
At the September 2025 Ordinary Council Meeting, the Lead Administrator suggested that the organisation conduct a review of Council's Unreasonable Contact Policy to ensure that it remains contemporary, as well as to introduce appropriate psychosocial safety components to support staff health and wellbeing.
The current policy was last reviewed in May 2024. In conducting this review, consideration was given to information obtained from the Commonwealth Ombudsman's office and policies of New South Wales and Queensland local councils.
The review of the Unreasonable Contact Policy resulted in several major amendments to make it a more succinct, user-friendly, and an easy-to-interpret policy. The current policy was considered to contain more procedural information, rather than policy framework.
