Key Integrated Planning and Reporting Documents (closes 29 June 2026)
The Norfolk Island Regional Council held an Ordinary Council Meeting on 27 May 2026 which was adjourned and reconvened on 29 May 2026. The primary agenda items considered when the meeting was reconvened were key documents under Council’s Integrated Planning and Reporting (IP&R) Framework.
These documents include the Community Strategic Plan 2026-2036 and the combined Delivery Program 2026-2030 and Operational Plan 2026-2027. The Delivery Program and Operational Plan also incorporate the Revenue Policy Statement, Annual Budget, Schedule of Fees and Charges, and the Long‑Term Financial Plan (2026-2036) for the 2026–2027 financial year.
These are significant documents that guide Council’s strategic direction and service delivery for the community. During the public exhibition period, Council will provide additional information through media releases and social media, and will also hold public meetings to enable the community to access relevant information and ask questions directly of Executive Management. Council would like to thank community members who took the time to complete the online survey, as well as stakeholder groups that participated in meetings with the consultants. This feedback has been directly incorporated into the draft documents.
In accordance with legislative requirements, the documents must be adopted by Council before 1 July 2026. Throughout the public exhibition period, Council will review feedback received and will present the final documents for adoption at the Ordinary Council Meeting on 30 June 2026. The report to Council will outline submissions received and explain how they were considered in finalising the documents.

Council strongly encourages the community to review the documents and make submissions, as these plans will guide decision‑making over a considerable period of time. The Community Strategic Plan sets out a ten‑year vision for Norfolk Island, reflecting the community’s aspirations and priorities alongside an assessment of the resources that are realistically available to achieve them. This long‑term plan informs Council’s four‑year Delivery Program, which outlines how Council will work towards those priorities, as well as the annual Operational Plan, which details the services, projects and activities to be delivered each year. This is the time for the community to have further input into these key documents before they are finalised.
This strategic planning work is being progressed in the context of anticipated governance changes, including the proposed establishment of a future Norfolk Island Assembly. While the Assembly is not expected to be bound by the outcomes of this process, Council considers it important to continue meaningful community engagement and strategic planning at this time. The documents are intended to clearly articulate the long‑term aspirations, priorities and challenges identified by the Norfolk Island community, and to provide a considered and evidence‑based foundation that may assist the incoming Assembly as it assumes responsibility for future decision‑making.
