Asset Management Plans (closes 4 July 2026)
Norfolk Island Regional Council (Council) has placed two new Asset Management Plans (AMPs) for Electricity and Telecommunications on public exhibition. These AMPs are part of a broader initiative to strengthen the organisation’s asset management capabilities.
The Plans were presented at the Ordinary Council Meeting held on 27 May 2026 and will now be placed on public exhibition for a period of 28 days.
Council also formally acknowledged the contribution of Jason Natoli, Director of Planning, Infrastructure and Governance, and his team at Integran for their support over the past four years in assisting Council to uplift its asset management capabilities.
Council further acknowledged the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts (DITRDCSA) for providing the funding for this initiative.

Background
Council’s asset management uplift program began following the 2019 Public Inquiry, which identified gaps in asset planning, systems and maintenance practices. In response, Council introduced a new asset management system in 2021, but ongoing technical and reporting issues limited its effectiveness.
To strengthen its approach, Council explored alternative solutions and, in 2023, engaged specialist provider Integran to deliver a staged, integrated asset management system. While significant progress was made, the program evolved over time and Council later reset its direction.
Council has reviewed its asset management strategy and re-engaged Integran to complete key Asset Management Plans (AMPs), with a focus on building a more effective, long-term solution to support infrastructure planning and service delivery for the Norfolk Island community.
Asset Management Plans are long-term plans that guide how Council maintains and upgrades essential infrastructure like electricity and telecommunications.
These Plans bring together improved data, system insights and field knowledge to identify ageing assets, plan future upgrades and manage risks.
The AMPs help ensure services remain reliable, inform decision making and provide a clear roadmap for maintaining and improving infrastructure for the community both now and into the future.
