Documents for Public Exhibition
Council places certain documents on Public Exhibition to invite community members to review them and provide feedback.
There are two main categories of documents available for exhibition:
- Documents resolved by Council
- Development applications.
All exhibition documents can be downloaded below.
Each exhibition document outlines the closing date for submissions, the process for lodging feedback, and the relevant contact details for further enquiries. Hard copies are also available for viewing at Customer Care.
Please ensure that your submission is lodged before the specified closing date, as Council cannot accept late submissions.
Documents resolved by Council
1. Draft Code of Meeting Practice
Norfolk Island Regional Council is placing its Draft Code of Meeting Practice on public exhibition from 30 October to 11 December 2025. This update follows the release of a new Model Code of Meeting Practice by the NSW Office of Local Government (OLG), councils in NSW. Council will report back on the received community submissions at the Ordinary Council meeting on 10 December 2025 for the purpose of approving the Draft Code of Meeting Practice.
Community submissions received after the meeting will also be taken into account. If no further submissions are received after the meeting held on 10 December 2025 and before submissions close the next day, the Acting General Manager is to continue with implementing the new Code of Meeting Practice.
All councils are required to adopt a Code of Meeting Practice that is consistent with the Model Code by 31 December 2025. These provisions are designed to ensure Council and Committee meetings are open, accessible, orderly, effective, and efficient. The Draft Code includes:
- Mandatory provisions (in black font)
- Non-mandatory provisions* (in red font)
*Recommended non-mandatory provisions operate to set a benchmark based on what the OLG sees as best practice for the relevant area of practice.
Submissions should be marked as shown below and can be made in the following ways:

2. Proposed Amendments to Airport Fees and Charges
Norfolk Island Regional Council is placing its Proposed Amendments to Airport Fees and Charges on public exhibition from 20 November to 19 December 2025. Council will report back on the received community submissions at the Ordinary Council meeting on 4 February 2026 for the purpose of approving the Proposed Amendments to Airport Fees and Charges. Community submissions received after the meeting will also be taken into account. If no further submissions are received after the meeting held on 4 February 2026 and before submissions close the next day, the Acting General Manager is to continue with implementing the proposed amendments.
Submissions should be marked as shown below and can be made in the following ways:

Development Applications
Any person may make written submissions to the General Manager about development applications. To make a public submission on a development application:
- Please provide your feedback before 4:00pm on the submission closing date shown in the table below.
- Mark your submission with the relevant Development Application Number followed by the word Feedback. For example: DA123 Feedback.
- Submissions must be signed by at least one person making the submission.
- If your submission objects to the proposed development, please specify the grounds for objection.
- Submissions can be made in the following ways:
- In person: Customer Care, Bicentennial Centre, 39 Taylors Road, Burnt Pine.
- By email: planning@nirc.gov.nf
- By mail: Norfolk Island Regional Council, PO Box 95, Norfolk Island.
