Call for Public Comments - NI Plan 2022 - Housekeeping Amendments 2025

The Norfolk Island Plan 2002 (‘the NI Plan’), the statutory land use plan for Norfolk Island has been in effect since 2004. A number of variations to the NI Plan have been made since that time, most recently  in March 2023. Since then, a number of necessary corrections and amendments have been identified that would help interpretation and improve efficiencies in application of the Plan.

Council resolved in March 2025 to recommend that a draft plan be prepared to make amendments to improve clarity and efficiency in implementation of the Plan. A draft Plan and explanatory information is now available for public review at Council’s website at https://www.nirc.gov.au/Your-council/Council-documents/Documents-for-public-exhibition and at Customer Care. 

The recommended amendments to the NI Plan are generally described as

  • Typographical corrections
  • Corrections to terminology for consistency in use throughout the Plan
  • Adjustments to text to improve interpretation and clarity
  • Review Administrative and Purpose Definitions to improve intent and consistency in interpretation.

No changes are proposed to subdivision standards or zoning of any land. 

Who can make a submission

Any person is entitled to make a submission in response to review of the draft plan.

Period for public comment & closing date for submissions

Public comments must be received by Monday 7 November 2025.  Submissions must be made in writing (email is acceptable) and delivered to Council by:

  1. Email to planning@nirc.gov.nf; or
  2. Post to the General Manager, PO Box 95, Norfolk Island 2899; or
  3. Hand delivered to Customer Care.

Please reference submissions with the subject: ‘Submission: NI Plan 2002 Housekeeping Amendments 2025’. Submissions must clearly indicate the names, postal address or e-mail of person(s) making the submission.
