You are invited to share your aspirations and priorities for Norfolk Island over the next 10 years
This survey is the first part of a community consultation program being undertaken by Norfolk Island Regional Council to help shape a new Community Strategic Plan (CSP) 2026-2036. The current CSP was developed in 2016 and is now due for an update. A copy of the existing plan can be found at Community Strategic Plan 2016-2026. The CSP is the key Council strategy document that outlines a long-term vision for the community, strategic objectives and priorities to guide decision-making. Linked to the CSP will be a four-year Delivery Program and a one-year Operational Plan, which will outline how these objectives and priorities will be delivered. More information about these required Council documents can be found at Integrated Planning and Reporting Framework.
About the survey:
The Centre for Local Government at the University of Technology (UTS) is assisting Council with this research. As a result, the survey is administered and branded as a UTS research survey.

Survey now closes: 6 May 2026.
Once the survey results are collated there will be public meetings and other engagement activities to discuss and seek further community feedback. This work is being progressed in the context of anticipated governance changes and the establishment of the Norfolk Island Assembly (NIA) in the near future.
While the Assembly is not expected to be bound by the outcomes of this process, Council considers it important to proceed with community engagement and strategic planning at this time to clearly document the long term aspirations, priorities and challenges identified by the Norfolk Island community.
This work is intended to provide a considered and evidence-based foundation that may assist the incoming Assembly as it assumes responsibility for future decision making. We appreciate you taking the time to respond.
