Draft Code of Meeting Practice

Update: The Public Exhibition period has been extended from 11 December 2025 to now close on 23 January 2026.

As at 10 December, no public submissions had been received, however three internal NIRC submissions were received. The Draft Code of Meeting Practice is available below, with the suggested changes.

The three internal submissions are attached for review and public comment along with the Draft Code of Meeting Practice.

The update follows the release of a new Model Code of Meeting Practice by the NSW Office of Local Government (OLG), councils in NSW. Council will report back on the received community submissions at the Ordinary Council meeting on 4 February 2026 for the purpose of approving the Draft Code of Meeting Practice.

All councils are required to adopt a Code of Meeting Practice that is consistent with the Model Code. These provisions are designed to ensure Council and Committee meetings are open, accessible, orderly, effective, and efficient. The Draft Code includes:

  • Mandatory provisions (in black font)
  • Non-mandatory provisions* (in red font)

*Recommended non-mandatory provisions operate to set a benchmark based on what the OLG sees as best practice for the relevant area of practice.

Submissions should be marked as shown below and can be made in the following ways:

  • In Person: Customer Care, Bicentennial Centre, 39 Taylors Road, Burnt Pine
  • By Mail: Mark the envelope Draft Code of Meeting Practice Feedback and mail to Norfolk Island Regional Council, PO Box 95, Norfolk Island
  • By Email: Subject line: Draft Code of Meeting Practice Feedback to customercare@nirc.gov.nf.
